Scottish Government Invitation to Tender – Framework for the Provision of Interim Staff IT Services /Reference SP-22-002

We wish to make the following freedom of information request under the above Act in respect of  the above tender:

1. Whether, after the submission deadline for the Tender, there was any communication with any of the tenderers with requests (whether formal or informal) to provided further information or clarification in respect of the tender questions.

2. If the answer to 1 above is yes, to which tenderers were requests made and what the requests were?.

3. If the answer to 1 above is yes, what information was provided by the tenderers?.

4. If the answer to 1 above is yes, following receipt of the information or clarification from the tenderers, whether the tenderers scores were influenced or changed as a result of the information supplied.

5. If the answer to 4 above is yes, details of the change in the scores.

Response

1. Whether, after the submission deadline for the Tender, there was any communication with any of the tenderers with requests (whether formal or informal) to provided further information or clarification in respect of the tender questions.

There was one clarification with one tenderer after the tender submission deadline.

2. If the answer to 1 above is yes, to which tenderers were requests made and what the requests were?.

A clarification request was sent Lorien Resourcing Ltd in relation to an obvious error in one of their prices.

3. If the answer to 1 above is yes, what information was provided by the tenderers?.

Lorien confirmed that the price in question was an error and confirmed the correct price.

4. If the answer to 1 above is yes, following receipt of the information or clarification from the tenderers, whether the tenderers scores were influenced or changed as a result of the information supplied.

Lorien’s commercial score decreased as a result of the pricing correction.

5. If the answer to 4 above is yes, details of the change in the scores.

Lorien’s total overall tender score decreased from 71.224 to 71.090, as a result of the pricing correction.
