Public Service Obligations (PSO) scheduled flight services: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.

Information requested

  • provide a copy of the PSO specification for this route
  • show which disabled people and their organisations you consulted with when setting up this PSO route and provide copies of their input
  • show what accessibility issues you considered when you were considering, specifying and undertaking this route
  • provide the equality impact assessment covering the PSO and the flights, including the choice of planes
  • provide information showing how you have addressed the issue of Eastern Airways using aircraft which are totally inaccessible to wheelchair users on this heavily-tax subsidised PSO route.


I attach a copy of some of the information you requested in part one of your request on the PSO specification for the route.

In relation to part two through to part five of your request, please note that this is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have all the information you have requested.

This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exception. We have found that, on balance, the public interest lies in favour of upholding the exemption. While we recognise that there may be some public interest in the publication of information in relation to the accessibility of the Wick to Aberdeen air service, the Scottish Government does not hold information on this issue.
