Job recruitment in public sector positions: FOI release

Information requested

The percentage of candidates that were recruited from existing public sector roles into new public sector roles (crossing departments included) v candidates recruited from non public sector roles into public sector roles.

You have clarified that you are interested in data from the past five years (November 2017-November 2022).

Response

I have included below a table which contains some of the information you requested (from December 2021 to November 2022).

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some the information you have requested. The Scottish Government does not have the information you have asked for prior to December 2021 because of the introduction of iCIMS which is Scottish Government's current Applicant Tracking System (ATS). We do not have access to the data held in the previous ATS system, Vacancies Online (VOL), and so cannot provide this information for the time period requested.

We also can only provide a percentage breakdown by campaign type. The two types of campaign we have provided below are internal campaigns (posts advertised to existing Scottish Government staff only) and internal/ other government department (OGD campaigns (posts advertised to existing Scottish Government staff and OGD staff only). For internal/ OGD campaigns, we are unable to break down whether the successful candidate was an internal candidate or an OGD candidate. Where campaigns have been externally advertised, we do not record whether successful candidates are joining from the wider public sector, or if they are existing Civil Servants. Finally, we only can provide data for Scottish Government and not other public sector employers.

This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
