Copies of meeting minutes/action logs/emails regarding the need for the POLAAR tool and what criteria were used to select the individual/organisation to complete the work.

I attach a copy of the information you requested as an attachment to this correspondence. I have provided information as it was set out in email correspondence and relevant documentation has been included.
The search found an “application for non-competitive action” which would have been completed at the time of the decision, and which justified funding of the work on a non-competitive basis. Exemptions under Section 38 (1)(b) of the Freedom of Information (Scotland) Act 2022 (FOISA) apply in some circumstances and this is reflected in the attachment.
