Response

1. Have HaNIs resumed their roles since the onset of the Covid-19 Pandemic?

On 13 March 2020, Education Scotland took the decision to pause the routine inspection programme, due to the COVID-19 pandemic, to allow schools and education establishments to focus on providing support to their colleagues, learners and local communities. This included the involvement of Health and Nutrition Inspectors (HNIs) within the routine inspection programme. Along with other staff in Education Scotland, HNIs engaged with schools to provide support to the education system during the pandemic. Education Scotland announced on the 31 May 2022 that the routine inspection programme, including the involvement of Health and Nutrition Inspectors, would resume at the beginning of academic year 2022-23.

2. What percentage of schools inspected since June 2021 have been inspected by HaNIs?

As outlined in our response to question 1 above, the routine inspection of schools was paused in 2020 and will resume at the beginning of academic year 2022-23. As a result, HNIs have not yet inspected any schools since June 2021.

3. What percentage of schools inspected since July 2011 have been inspected by HaNIs?

35%.

4. Does Education Scotland monitor any trends in the findings of HaNIs?

HNIs provide a report of findings to the individual schools inspected and the local authority. These findings are also routinely shared and discussed with Scottish Government.

5. If yes to Question 4, what are the findings of this monitoring.

Not applicable.

6. Which, if any, of the below schools been inspected by HaNIs since January 2019?

The following schools from the list provided have been inspected by HNIs since January 2019:

  • St Joseph’s Academy (East Ayrshire Council)
  • St Augustine’s High School (Edinburgh City Council)
  • Ashton Secondary (Glasgow City Council)
  • Larkhall Academy (South Lanarkshire Council)

7. Can you release the findings of HaNIs from schools which the answer was yes to for Question 6?

Please see the following summary findings attached

  • Annex A - St Joseph’s Academy (East Ayrshire Council)
  • Annex B - St Augustine’s High School (Edinburgh City Council)
  • Annex C - Ashton Secondary (Glasgow City Council)
  • Annex D - Larkhall Academy (South Lanarkshire Council)

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information within the summary finding documents because an exemption under section 38(1)(b), personal information of FOISA applies. The reason why this exemption applies is explained in Annex E.

8. What regard is given to breakfast in the work of HaNIs?

Food and Drink Standards apply across the school day. Where there is breakfast provision, compliance with Nutritional Requirements for Food and Drink in Schools (Scotland) Regulations 2020 is monitored by HNIs as part of the inspection process.

9. Will you release the rubric or inspection guidance given to HaNIs to conduct their work?

The inspection guidance followed by HNIs is public information and can be accessed here:
Health and Nutrition Inspections | Inspection and review - sector-specific guidance | Inspection and review | What we do | Education Scotland

Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you. If, however, you do not have internet access to obtain this information from the link above, then please contact me again and I will send you a paper copy.
