The answer to your question is that the Scottish Government only had spend in 3 of the last 5 financial years with Dun and Bradstreet as follows:

£53,414 SG Core Directorates (Apr 18-Mar 19)
£1,000 SG Core Directorates (Apr 19-Mar 20)
£33,748 SG Core Directorates (Apr 20-Mar 21)
