1. The total financial support made available by the Scottish Government to support the upgrade of harbour infrastructure at Ardrossan Harbour since 1 January 2018?
2. The total financial support made available by the Scottish Government to support the upgrade of harbour infrastructure at Brodick Harbour since 1 January 2018?
3. The total financial support made available by the Scottish Government to support the upgrade of harbour infrastructure at Uig Harbour (Isle of Skye) since 1 January 2018?
4. The total financial support made available by the Scottish Government to support the upgrade of harbour infrastructure at Tarbert Harbour (Isle of Harris) since 1 January 2018?
5. The total financial support made available by the Scottish Government to support the upgrade of harbour infrastructure at Lochmaddy Harbour since 1 January 2018?
Response
Question 1
The Scottish Government provided a funding contribution towards agreed design costs for the Ardrossan harbour infrastructure project; paid to Peel Ports Group (PPG) as statutory harbour authority of £300,000 in June 2019; £100,000 in November 2019. In addition a funding contribution of up to £250,000 is currently available to PPG towards the completion of the procurement stage which is now underway. The level of support provided is reflective of the project stage and process.
Question 2
The Scottish Government provided a funding contribution of £19.16million to Caledonian Maritime Assets Ltd (CMAL) towards the Brodick Harbour Infrastructure project, completed in April 2018.
Question 3
The Scottish Government provided a funding contribution towards agreed design costs for the Uig project of £334,000 paid to the Highland Council (THC) as statutory harbour authority in January & March 2019. In addition a funding contribution of up to £38million will be made available to THC for the construction of the Uig project.
Question 4
A funding contribution of up to £19.599million will be made available to CMAL as statutory harbour authority for the Tarbert (Harris) project.
Question 5
The Scottish Government provided a funding contribution towards the Lochmaddy Infrastructure as part of the first procurement and construction contract with LM& Keating Ltd of £2.049million This contract was terminated by Comhairle nan Eilean Siar (CNES) as statutory harbour authority. Payments were made during 2018/19 of £435,000; 2019/2020 of £659,781 and 2020/21 of £954,493. The level of support provided was reflective of the project stage and process.
In addition a funding contribution of up to £15.747million will be made available to CNES as part of the second procurement exercise and contract award to George Leslie Ltd for the Lochmaddy project. It should be noted that the Uig, Tarbert and Lochmaddy projects are currently in construction. Claims received against funding contributions made available by the Scottish Government are required to meet an evidence criteria prior to release of any monetary payments.
