Response

“When this meeting was set up?” and “When this meeting was placed in the cabinet secretary’s diary”

This meeting was set up on 15 February and confirmed by the Cabinet Secretary’s Private Office. The main purpose of the visit was for the Cabinet Secretary to hear directly from local people and clinicians rather than elected members so no invitation as such was shared by then. The meeting was to include both Raigmore and Dr Gray’s and the date was confirmed with NHS Highland and NHS Grampian on 17th February who worked with The Scottish Government to shape the agenda.

“Who has been invited and when they were invited?”

The Executive team and Clinicians from Raigmore and Dr Gray’s and local representatives from Keep MUM and Moray Maternity Voices partnership were initially identified as attendees. Once the date was confirmed by The Scottish Government, it was shared with NHS Grampian and NHS Highland. NHS Grampian and NHS Highland dealt with arrangements and communicated this with their own staff to ensure the necessary participation on the day. We became aware Keep MUM had not officially been invited, although the date had been shared with them. This was followed up by an invitation, with the change of location confirmed on the 17th March.

Please note there were significant logistical challenges involved for this meeting. The accommodation in Dr Gray’s was unable to accommodate more than 5 people with the social distancing requirements still in place in healthcare settings. Dr Gray’s did not have the technology to support hybrid sessions where NHS Highland did. Until the accommodation was confirmed priority was given to clinicians and local groups. The final round table logistics were finalised on 17th March and the Cabinet Secretary was updated that a larger space that could accommodate more people had been secured by NHS Grampian. It was at that point the invitation was extended to more than Moray MSP/MP’s and we apologise for the short notice given.
