b) What additional spend in 2022/23 is allowed for in respect of new rolling stock on top of normal operating costs?

Work is underway on the business case for the procurement of new electric and battery electric rolling stock as part of the rail decarbonisation programme. However, the leads times for new rolling stock means this will not be introduced in the next year.
