Contract 1 - Telephony/Voice Services (Analogue, ISDN VOIP, SIP etc)

1. Telephony/Voice Services Provider - Please can you provide me with the name of the supplier for each contract?

2. Telephony/Voice Services - Contract Renewal Date- please provide day, month and year (month and year are also acceptable). If this is a rolling contract, please provide me with the rolling date of the contract. If there is more than one supplier, please split the renewal dates up into however many suppliers.

3. Telephony/Voice Services - Contract Duration- the number of years the contract is for each provider, please also include any contract extensions.

4. Telephony/Voice Services - Type of Lines - Please can you split the type of lines per each supplier? PSTN, Analogue, SIP, ISDN, VOIP.

There is no central contract held with suppliers. Individual lines have individual rolling contracts and are not co-termed.

  • BT Business Broadband – average spend £69,500 per year.
  • Virgin Media Broadband – average spend £5,400 per year.

The main provider is the Scottish Wide Area Network www.scottishwan.com currently operated by Capita under the National Services Scotland (NSS) Authority.

15. WAN Contract Renewal Date- please provide day, month, and year (month and year are also acceptable).
SWAN circuits are co-termed to April 2023.

If this is a rolling contract, please provide me with the rolling date of the contract. If there is more than one supplier, please split the renewal dates up into however many suppliers.
NSS began the process of retendering for the SWAN replacement in August 2021, publishing the reprocurement on the Public Contracts Scotland website. This procurement process is being led by NSS, who issued a Prior Information Notice to the market in August 2021, with a Contract Notice published in September 2021. The procurement is ongoing, with contract award anticipated by November 2022.

It is anticipated that the Scottish Government will participate in SWAN 2 and transition to SWAN 2 after April 2023.

16. Contract Description: Please can you provide me with a brief description for each contract.
SWAN is a national collaborative framework contract currently managed on behalf of its members by The Common Services Agency (more commonly known as NHS National Services Scotland (NSS)). The framework agreement itself is entered into by NSS, with all participating Authorities choosing to use the framework making their own call offs based on the catalogue of available services. The Framework is governed by a Management Board of which the Scottish Government is a member.

The Scottish Government operate over 150 sites.

18. WAN Annual Average Spend- Annual average spend for each WAN provider. An estimate or average is acceptable.
Scottish Government SWAN annual spend is £1,499,796.

19. For each WAN contract can you please provide me with information on how this was procured, especially around those procurement that used frameworks, please provide me with the framework reference.
The Scottish Government procure SWAN WAN lines under the NSS SWAN Framework agreement.
