Health and Wellbeing census in schools: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002

Information requested

  • A copy of the census
  • The cost of producing the census
  • The number of schools in Scotland which are using the census.

Response

The links below provide access to the questionnaire for each stage. These are the questionnaires as developed by the Scottish Government. As each local authority will conduct their own data collections, the survey questionnaires used locally may differ as local authorities have the flexibility to add or remove questions.

Information held in relation to the cost of the census is as follows. “Scottish Government has purchased licences on behalf of each LA. Each LA SmartSurvey licence costs £500 plus VAT per annum." Scottish Government also purchased a license from Youth in Mind to allow use of the Strengths and Difficulties Questionnaire (SDQ) in the Health and Wellbeing Census.

An exemption(s) under section(s) 33(1)b of FOISA applies to some of the information you have requested. Under section 33(1)b disclosure under this Act of the cost of the SDQ license would, or would be likely to, prejudice substantially the commercial interests of any person (including, without prejudice to that generality, a Scottish public authority).

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested. The reasons why we don't have the information are explained below.

The Scottish Government does not have the information you have asked for on the number of schools in Scotland which are using the census. As detailed in the Scottish Government Health and Wellbeing Census Detailed Privacy Notice, the census gathers data for pupils in P5 - S6 in local authorities and grantaided schools. Scottish Government is working with local authorities to administer the census. Scottish Government does not hold information on which schools are taking part within each local authority. It is the local authorities that hold information on their schools which are taking part in the census.
