Scotrail Public Performance Measure (PPM) statistics: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002

Information requested

The percentage of Scotrail train journeys that were on time vs trains journeys that were late to their final destination or cancelled over the last 5 years.

Response

I can confirm that ScotRail performance is measured under a process called the Public-Performance- Measure (PPM), which compares the numbers of trains planned against the number of trains which arrive at their final destination, within five minutes of the timetabled arrival time. Any full or part cancellations, or trains which did not stop at stations at which they were meant to stop, are counted against this measure.

This particular measure is the one specified in the franchise under which ScotRail operates.

Year to 31 March, ScotRail’s overall PPM was as follows:

  • 2017 - 90.33%
  • 2018 - 89.69%
  • 2019 - 87.30%
  • 2020 - 88.49%
  • 2021 - 93.09%
