Information request and response under the Freedom of Information (Scotland) Act 2002.
Information requested
1. Any ministerial briefings on the programme.
2. A copy of the Second RUC Staging Report, which this report notes was due end September 2021. If a final report is not ready, please provide any drafts or summaries.
3. Any other internal evaluations of the RUC programme that have not been published. This would include evaluations of the scheme contained within broader documents, for example on A&E performance.
Response
I have now completed my review of our response to your request under the Freedom of Information (Scotland) Act 2002 (FOISA) for information concerning the Redesign of Urgent Care programme, from 2021, specifically:
1. Any ministerial briefings on the programme.
2. A copy of the Second RUC Staging Report, which this report notes was due end September 2021. If a final report is not ready, please provide any drafts or summaries.
3. Any other internal evaluations of the RUC programme that have not been published. This would include evaluations of the scheme contained within broader documents, for example on A&E performance.
Having reviewed the information that was originally withheld, I have concluded that some of the information should be released to you and have done so here.
I am upholding the application of section 29(1)(a) of FOISA to some of the information. I note that the public interest test was not explicitly considered in relation to this exemption in our original response. I have considered that here, and the reasons why the exemption applies and my application of the public interest test can be found in the Annex to this letter. I am also applying exemptions at section 30(b)(ii) (free and frank exchange of views) and section 38(1)(b) (personal information) of FOISA to some of the information. The reasons why these exemptions apply are explained in the Annex to this letter.
