Information request and response under the Freedom of Information (Scotland) Act 2002
Information requested
I would like to submit a request for information under the Freedom of Information (Scotland) Act 2002 briefing given from civil servants to ministers on ferguson marine in 2021, to the date of this request.
Response
On 15 October 2021 you clarified that you would be willing to reduce to the scope of your request to ‘In response to your request for clarification, I would like to reduce the scope of my request to the contract to replace vessels to replace the MV Hebridean Isles and MV Finlaggan on the Islay route’
Therefore, I am interpreting your request as looking for briefing given from civil servants to Ministers on Ferguson Marine in 2021’ but only in relation to ‘the contract to replace vessels to replace the MV Hebridean Isles and MV Finlaggan on the Islay route’.
There are four briefing notes within the scope of your request.
1. I attach a copy of a briefing note titled Ferries – Islay Vessels Procurement – 16 September 2021 within the scope of your request.
2. Within a briefing note titled Islay Vessel – Cabinet – SCANCE Note – 6 September 2021. The following exert is within scope of your request. ‘CMAL have narrowed this down to a total of 4 ship yards that are to being asked to complete an “Invitation to Tender” (ITT). They cannot confirm the names of the 4 yards, but understand that these are all out with the UK. Confidentially, we understand that Fergusons Marine Port Glasgow had put in a SPD submission. All unsuccessful yards will receive detailed feedback on how they performed in the process’
3. Within a briefing note titled Ministerial Submission – Ferries – Islay 2 – 10 September 2021. The following exert from paragraph 29 of the briefing is within scope of your request.
‘They cannot confirm the names of the 4 yards, but we understand that these are all from outwith the UK. We understand that Fergusons Marine Port Glasgow had put in a SPDS submission. All unsuccessful yards will receive detailed feedback on how they performed in the process’
4. Within a briefing note titled Submission – Ferguson Marine update – 10 September 2021. The following exert from paragraph 15 of the briefing is within scope of your request.
‘Ferguson Marine submitted their interest in the design and build contract for the new Islay vessel as part of the currently live CMAL procurement exercise which commenced in June 2021. The first stage of that exercise is expected to conclude shortly with shortlisted shipbuilders then invited to tender’
All other information held in the briefing notes is out of scope as it deals with the Islay vessel procurement only and is not associated to any advice or information relating to Ferguson Marine.
