1. The Minister for Zero Carbon Buildings, Active Travel and Tenants' Rights, Patrick Harvie MSP, reports to the Cabinet Secretary for Net Zero, Energy and Transport and to the Cabinet Secretary for Social Justice, Housing and Local Government. The Minister for Green Skills, Circular Economy and Biodiversity, Lorna Slater MSP, reports to the Cabinet Secretary for Net Zero, Energy and Transport and to the Cabinet Secretary for Finance and Economy.
