Information request and response under the Freedom of Information (Scotland) Act 2002
Information requested
1. A list of the approved providers on the framework for the installation (and maintenance if applicable) of electric vehicle charging points in Scotland. Please provide against each of these providers the percentage of spend awarded in each year since the beginning of the framework.
2. A breakdown of spend from this framework from its commencement to date in each local authority in Scotland.
Response
The initial Framework was operated by the Energy Saving Trust and ran from 2013 to 2016. It was renewed/extended from 2016 – 2018/19. Installers were added but also removed, hence why some feature more or less at different years. Note that although the final Framework offers went out in 2019, some installs did not take place until 2020, or even 2021.
Energy Saving Trust did not award spend to installers/providers on the framework, funding was provided to charge point hosts who then used the framework to find and select installers. Funds were therefore not awarded directly to the Framework participants, it is the host who is responsible for
applying for funds and then selecting a contractor of their choosing from the Framework. Energy Saving trust then reimburse the host once the work is completed.
