A copy of advice ministers received from civil servants regarding Tied Pubs before the Stage 1 debate of the Tied Pubs Bill in the Scottish Parliament.

A copy of correspondence (written and digital) between ministers and civil servants regarding the Tied Pubs Bill before and after the Stage 1 debate.

You clarified you were looking for advice and communications relating to the time period two weeks before and two weeks after the Stage 1 debate.

I attach a copy of some of the information you requested.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions under sections 29(1)(a) (policy formulation), s.38(1)(b) (personal information), s. 30 b(i) free and frank provision of advice, s. 30 b(ii) free and frank exchange of views and s. 36(2) breach of confidence of FOISA applies to that information. The reasons why those exemptions apply are explained in Annex B of this letter.
