Copy of Complaints Procedure document: FOI release

1. A copy of the document referred to in the link I have provided above. The document, which is referred to in an email from James Hynd and can be found on page 3, states ‘I have the hard copy that FM annotated’ referring to a copy of the draft policy of complaints against ministers. 

May I request a scanned version of this hard copy that the First Minister annotated."

Response

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have the information you have requested.

The Scottish Government does not have the information you have asked for because having conducted appropriate and proportionate searches of our records we have been unable to locate the specific document you asked for. This is because the hard copy document with the manuscript comment was not retained once the comment was incorporated in an electronic version. It is normal practice not to retain hard copies of documents with handwritten comments once these comments have been reflected in an electronic version.

This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.

Outwith FOISA, it may be helpful to see a document published in response to a previous FOI case which is the electronic version of the document incorporating the comment. I have attached a link below;
