Copies of all correspondence (emails, letters, hand-written notes, minutes of meetings, minutes of calls, briefings and/or otherwise) between civil servants, Special Advisors and/or the Cabinet Secretary Mike Russell regarding the publishing of the draft bill for an independence referendum outlined in the Scottish Government’s 2020-21 Programme for Government.

Our searches have found three items of correspondence between civil servants, Special Advisors and/or the Cabinet Secretary regarding the publishing of the draft bill for an independence referendum outlined in the Scottish Government’s 2020-21 Programme for Government. This information is enclosed at Annex A. 

Exemptions under section 38(1)(b) (Personal Information) and Section 30(b)(i) (free and frank provision of advice) apply to some of this information. The reasons why these exemptions apply are explained in Annex B.
