In relation to the extension of time for implementation of the Stornoway Wind Farm granted in May 2020. 

Please would you be able to direct me to the link for the application on the ECU website or send me:

  • The full consultee comments associated with the extension of time for implementation request dated 17th February 2020 and summarised in the decision letter dated 28th May 2020.
  • The date of the Environmental Impact Assessment referred to as ‘the previous environmental impact assessment of the development’ in the penultimate paragraph on page two of the decision letter dated 28th May 2020.

I enclose a copy of the full consultee comments associated with the extension of time for implementation request dated 17th February 2020 and summarised in the decision letter dated 28th May 2020.

The answer to your question requesting the date of the Environmental Impact Assessment referred to as ‘the previous environmental impact assessment of the development’ in the penultimate paragraph on page two of the decision letter dated 28th May 2020 is that Environmental Impact Assessment for Stornoway Wind Farm took place over a period of time.

Environmental Impact Assessment is an iterative process, in the case of the Stornoway Wind Farm, Scottish Ministers received a request from the developer on 14 September 2010 for an EIA Scoping Opinion, followed by an application under section 36 of the Electricity Act 1989 for EIA development dated 30 June 2011, including an Environmental Statement.

This Environmental Impact Assessment process was concluded by the determination of this application by Scottish Ministers on 7 September 2012. On 19 August 2014 the developer submitted a request for an EIA Scoping Opinion regarding its intention to apply for a variation of the consent dated 7 September 2012. This was followed by the submission of an application under section 36c of the Electricity Act 1989 for EIA development dated 6 May 2015, being a request to vary the consent dated 7 September 2012 and including an Environmental Statement.

This Environmental Impact Assessment process was concluded by the determination of this application by Scottish Ministers on 22 March 2016. In summary, Scottish Ministers participated in Environmental Impact Assessment processes between 14 September 2010 - 7 September 2012, and 6 May 2015 - 22 March 2016, which the letter you enclosed is referring to.
