Queensferry Crossing finishing and snagging work: EIR release

Information request and response under the Environmental Information (Scotland) Regulations 2004


Information requested

 “I wish to request under FoI information about what remaining finishing and snagging work is still to be completed on the Queensferry Crossing, and when each task is expected to be finished:
a) for each item on the attached list
b) any other work.”

Response

As the information you have requested is ‘environmental information’ for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.
As the exemption is conditional we have applied the ‘public interest test’. This means we have, in all the circumstances of this case, considered if the public interest in disclosing the information under FOISA outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

In relation to what remaining finishing and snagging works still to be completed on the Queensferry Crossing for each item on the list attached to your request, and when each task is expected to be finished, I can confirm that all finishing and snagging work on the Queensferry Crossing on the list referred to has been completed, with the following exceptions:

  • Completion of deck internal Mechanical & Electrical (dehumidification, structural health monitoring, deck shuttle, tower lifts): final commissioning of dehumidification and structural health monitoring system. This was anticipated in Spring 2020 but, due to the current Covid-19 crisis and the temporary cessation of non-critical site activity in accordance with Scottish Government guidelines, this activity is likely to be delayed.;
  • Completion of Bridge Control Room systems (structural health monitoring, SCADA): final commissioning of bridge management system and supervisory control and data acquisition (SCADA): This was anticipated in Spring 2020 but, due to the current Covid-19 crisis and the temporary cessation of non-critical site activity in accordance with Scottish Government guidelines, this activity is likely to be delayed.
  • Load verification test for Weigh in Motion (WIM) and Structural Health Monitoring System (SHMS): load verification test to follow final commissioning of SHMS: This was anticipated in Spring 2020 but, due to the current Covid-19 crisis and the temporary cessation of non-critical site activity in accordance with Scottish Government guidelines, this activity is likely to be delayed..

I can also confirm that there are no remaining finishing and snagging works still to be completed on the Queensferry Crossing not covered by the list attached to your request.
