Cycling Scotland funding: FOI release

Information requested

Your request stated:

“I understand that in the year ended 31 March 2018 Cycling Scotland received a grant of £3,374,001 from the Scottish Government (source: published accounts). Please let me know if this figure is incorrect. Please provide the following information:

1. Corresponding figure for the year ended 31 March 2019.

2. Corresponding figure for the year ending 31 March 2020.

3. Projected figure for the year ending 31 March 2021.

4. Was any part of the grant specifically ring-fenced for, allocated to, or justified by the Pedal for Scotland event?

5. If yes, how much funding related to Pedal for Scotland in each of the respective years?

6. In light of the decision by Cycling Scotland to discontinue Pedal for Scotland, will this be reflected in a cut in funding for the year ending 31 March 2021?

There is no need for any breakdown between awarding departments.“

Response

This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have some of the information you have requested. Section 17(1) of FOISA (information not held) requires the Scottish Government to notify you if it does not have some of the information you requested.

In this case, Cycling Scotland have not yet submitted a formal proposal for grant funding in financial year 2020-21 and decisions on grant funding levels for financial year 2020-21 have not yet been made. Questions 3 and 6 in your request cannot therefore be answered.

I can however confirm that the Scottish Government does hold some of the information relating to your request. I have set out answers to your other questions below.

In the financial year ending 31 March 2018 Transport Scotland awarded Cycling Scotland a grant of £3,316,000. The higher figure in the Cycling Scotland published accounts is due to deferred grant funding from financial year 2016-17.

REASONS FOR NOT PROVIDING INFORMATION

The Scottish Government does not have the information

Section 17(1) of FOISA (information not held) requires the Scottish Government to notify you if it does not have some of the information you requested. The Scottish Government does not have the information you have asked for because some of the information requested, primarily the location of each active travel project, is not recorded.
