Electric vehicle charging network points installation and investment: EIR release

Information request and response under the Environmental Information (Scotland) Regulations 2004.


Information requested

  • How much has been invested in building Scotland’s electric vehicle charging network in each of the past five years?
  • In each of those years, how much was spent in each local authority area?
  • In each of those years, how many charging points were installed in each local authority area, and how many of those were (i) fast charging points and (ii) rapid charging points?

Response

As the information you have requested is ‘environmental information’ for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.
This exemption is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

In each case we have taken investment to include funding accrued by Local Authorities. Accrued funding is funding that is legally or contractually committed in one financial year but spent in the following. As a result, annual investment may not accord with annual grant offers.
Table 1 below details the total amount of funds invested in Scotland’s electric vehicle charging network (Local Authority Install programme and Energy Saving Trust delivered initiatives) ChargePlace Scotland in each of the last five years as at 31 March 2019.

Table 2 details the total amount invested in Scotland’s electric vehicle charging network ChargePlace Scotland, these figures equate to the total monies spent and the total monies accrued by each local authority as at 31 March 2019.
All Local Authorities are given annual grant offers under the Local Authority Installation Programme (LAIP) but it is for each Local Authority to decide whether or not to accept the grant offer depending on individual circumstances.
The figures detailed below does not include £8m of grant awards for the current financial year 2019/20 as none of these monies have yet been spent.

Table 3 attached details the amount of charging points installed in each local authority in each of the past five years and also details how many fast (22kw) charging points and rapid (50kw) charging points.
The table details the charge points installed and commissioned on the CPS network in the past five years and excludes those installed between 2010 and 2013 and a number of charge points that are awaiting commissioning and are yet to be fully integrated within the CPS back office. The total number of chargepoints in CPS is now over 1000.
