Information requested

 

How many Operators of Essential Services the Scottish Ministers (Scotland) identified, who they are and what the importance of each is to the following sub-sectors: Road Transport, and Health care settings?

 

Response

 

Scottish Ministers identified 19 Operators of Essential Services (OES) under the Network and Information Systems Regulations 2018 (NIS Regulations), all within the health sector (14 Territorial Boards and 5 Special Boards). All OES are treated in the same way by Scottish Ministers and considered to be of equal importance.

These are set out in Schedule 2 (Essential Services and Threshold Requirements) of the NIS Regulations (paragraph 8 (2) (c)[1]) and explicitly listed in the Security requirements and the role of the Competent Authority document published on the Scottish Health Competent Authority website (section 2.2) [2]. For clarity they are as follows:-
