Environmental statement M8 J6, noise levels and frequency of review: EIR release

Information request and response under the Environmental Information (Scotland) Regulations 2004.

Information requested

I understand that an Environmental Assessment was undertaken before the upgrade works for the M8/A8.
In particular I am looking for the noise report covering the junction 6 area and particularly noise levels around the vicinity of Rowntree Cottage at Biggar Road Newhouse at junction 6.
Can you advise what the existing noise levels were measured at in decibels and what the predicted levels would be following the upgrade.
Can you also confirm that the noise levels will be reviewed every 5 years.

Response

I understand that an Environmental Assessment was undertaken before the upgrade works for the M8/A8.

In particular I am looking for the noise report covering the junction 6 area and particularly noise levels around the vicinity of Rowntree Cottage at Biggar Road Newhouse at junction 6.

The information you have requested is available from the Transport Scotland website. The nearest receptor to the location you refer to was positioned at 2 Rockcliffe Path, Coatbridge. Please refer to the Environmental Statement (ES) for M8 Baillieston to Newhouse, Section 12 for further information: https://www.transport.gov.scot/projects/m8-m73-m74-motorway-improvements/document-library/m8-baillieston-to-newhouse-environmental-statement/ Under regulation 6(1)(b) of the EIRs, we do not have to give you information which is already publicly available and easily accessible to you in another form or format.

Can you advise what the existing noise levels were measured at in decibels and what the predicted levels would be following the upgrade.

This information is also contained within Section 12 of the ES referred to above.
As part of the noise assessment work set out in the ES in 2007, background noise levels were measured at 3 times over one day at 2 Rockcliffe Path – these were recorded as 62dB, 60dB and 63dB.
Noise levels were then predicted, in the ES, for two years 2010 and 2020 and at the ground floor and first floor of representative properties. At 2 Rockcliffe Path Ground Floor levels were predicted for 2010 at 63.5dB(A) and 2020 at 62.9dB(A); and First Floor noise levels for 2010 at 64.2dB(A) and 2020 at 63.6dB(A).

Can you also confirm that the noise levels will be reviewed every 5 years.

The results of the noise assessments at Year 1, and 5, 10 and 15 years thereafter, will be analysed to determine whether any properties would qualify for improved sound insulation under the Noise Insulation (Scotland) Regulations 1975. Measures will be taken in accordance with those regulations where properties are found to qualify.
