I would like to request the total value of capital investment into Scotland's railway infrastructure between 2007 and 2019, broken down by Regional Transport Partnership and year.

The Scottish Government is responsible for setting out a strategy for rail in Scotland, which includes the delivery of rail services through our franchises and the specification of infrastructure capacity and development. The process for specifying and funding rail infrastructure is regulated by the Office of Rail and Road (ORR), in five-year cycles through the periodic review price controls. Accordingly, Network Rail’s annual funding requirement to operate, maintain and renew the railway infrastructure in Scotland is determined by the ORR. This determination is made in line with the requirements and available funding set out by the Scottish Government for devolved areas and by the UK Government for reserved areas such as railway safety. This process, independently managed by the ORR, ensures that Network Rail is fully funded to discharge all of its obligations with respect to operating a safe and high performing railway.
Funding is provided to Network Rail through two routes: a direct annual network grant payment made from the Scottish Government to Network Rail; and track and station access charges that are payable via the passenger and freight operators to Network Rail – some of these are subsidised by the Scottish Government through our franchise contracts. This split in funding is set by the ORR in their determinations and can vary significantly between financial years.
