Information requested
In relation to the letter co-signed by John Swinney MSP and Councillor Gail MacGregor regarding teachers’ pay (referred to below as ‘the letter’).
Please release the following:
1. Copies of any drafts of the letter.
2. All communications, internal and external, in which the letter is discussed (NB this would include responses received by the government after the letter had been issued).
3. Any other relevant material (such as briefings, notes of meetings etc.) relating to the letter.
Response
I enclose a copy of most of the information you have requested.
While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions under section(s) S38(1)(a) and (b) Personal data relating to third party of FOISA apply to all information.
The reasons why these exemptions apply are explained below.

An exemption(s) under section 38(1)(a) and (b) of FOISA applies to some of the information you have requested because it is personal data or third party, i.e. names/contact details of individuals, and disclosing it would contravene the data protection principles in Schedule 1 to the Data Protection Act 1998.
