Information requested

Following your email of 27 June 20018, requesting a review of FoI case FoI/18/01572, I sought further clarification of the information you required under this case and you responded on 4 July 2018. A separate response will be issued to you on the review but please find below a response to your email of 4 July 2018, now registered as a new case under the reference FoI/18/01863.

Your email of 4 July clarified the request by asking for - The remit being in this case, the purpose of each payment made, as the generic term you have given does not give substantial scrutiny of how the public pound is being spent as these organisations are not designated under FOISA.

The generic remit you supply does not comply in full with the template of the conditions of payment.

Response

Please find attached the reports and/or accounts we hold that provide information on the scruitiny of the grants paid to Scottish Police staff associations. In line with your original FoI request (FoI/18/01572), the information covers the 2014/15 financial year onwards.

Reasons for not providing information

I have applied an exemption under section 38(1)(b) of FOISA (personal information) tosome of the information requested because it is personal data of a third party, i.e. names, email addresses and contact details of individuals, as disclosure would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018 - the public authority shall not make that personal data available. This exemption is not subject to the 'public interest test', so I am not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
