Information requested

1. All correspondence to and from the Scottish government and the Finnish welfare agency Kela, or any other branch of the government of Finland, concerning Scotland's introduction of baby boxes dating from the point when work on the scheme, or consideration of the scheme, began by the Scottish government.

2. All memos, minutes, briefing documents or notes written on or about telephone and/or Skype and/or similar conversations between Scottish government officials and the Finnish welfare agency Kela, or any other branch of the government of Finland, concerning Scotland's introduction of baby boxes dating from the point when work on the scheme, or consideration of the scheme, began by the Scottish government.

3. All memos, minutes, notes, briefing documents or correspondence held by the Scottish government concerning any visits by Scottish government officials, ministers or special advisers to Finland which concerned Scotland's introduction of baby boxes dating from the point when work on the scheme, or consideration of the scheme, began by the Scottish government.

Response

1. I enclose copies of all of the information you requested that the Scottish Government holds. (Finland.pdf)

An exemption under section 38(1)(b) of FOISA (personal information) applies to some of the information requested because it is personal data of a third party, ie names, e-mail addresses and telephone numbers of individuals and disclosing it would contravene the data protection principles in Schedule 1 to the Data Protection Act 1998. This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.

2. The Scottish Government does not have the information you have asked for as there have not been telephone and/or Skype and/or similar conversations by Scottish government officials and the Finnish welfare agency Kela, or the government of Finland, concerning Scotland's introduction of baby boxes. This is a formal notice under Section 17(1) of FOISA that the Scottish Government does not hold the information you requested.

3. The Scottish Government does not have the information you have asked for as there have been no visits to Finland by Scottish Government Officials, Ministers or Special Advisers which concerned the introduction of Scotland's Baby Box scheme. This is a formal notice under Section 17(1) of FOISA that the Scottish Government does not hold the information you requested.
