Fair Work - economic inactivity: flexible working project report

The Scottish Government’s 2025/26 Programme for Government committed funding pilot projects that would develop actions employers can take to support people into work, to remain in work and to progress in work.

Overall Impact and Learning

Across the full project period, this work has:

  • Advanced flexible working practice in three frontline-heavy organisations
  • Engaged 40+ additional employers directly via the knowledge share event
  • Generated case studies, tools, videos and learning resources for ongoing dissemination
  • Strengthened sector partnerships, particularly with CeeD Scotland

The project has deepened understanding of what it takes to embed flexible working in traditionally hard-to-flex environments and demonstrated that progress is possible when employers are supported in a tailored, practical way.

We believe this work contributes directly to Scottish Government priorities around:

  • Reducing economic inactivity
  • Supporting people into and to remain in work
  • Improving access to fair, flexible work for frontline and lower-paid workers

Learning from this project will continue to be shared throughout 2026.
