Fair Work action plan: progress report September 2024 - April 2025

This report covers significant progress made on the Fair Work Action Plan between September 2024 and April 2025 only. This paper was presented to the Fair Work Oversight Group in June 2025 to provide the basis for discussion on the progress of the Fair Work Action Plan.


3. Headline action 1

3.1 Our Aims

We will lead by example on the Fair Work agenda, including sharing and learning of practice, by 2025. We will continue to embed Fair Work in all public sector organisations, setting out clear priorities in the roles and responsibilities of public bodies.

3.2 Delivery overview

Action 1.2 (complete) – Work with equality organisations and public sector employers to address the recommendations of the Scottish Parliament’s Equalities and Human Rights Committee’s inquiry into race equality, employment and skills.

  • The latest session delivered in partnership with the Council of Ethnic Minority Voluntary Sector Organisations (CEMVO) was held in November 2024 and focussed on anti-racism learning and development. Feedback from the session noted that 100% of the 40 participants agreed the event provided them with a deeper understanding of implementing anti-racism training, and they noted specific examples of learning they would take into their own organisation, including setting training outcomes and external/independent evaluation of the training’s impact.

Action 1.3 (in progress) – the EHRC and Scottish Funding Council to implement National Equality Outcomes across protected characteristics, developing annual thematic reviews to inform and direct improvement
