Adult social care support and community health: draft Scottish learning and improvement framework

A draft Scottish learning and improvement framework for adult social care support and community health (SLIF) to support an approach to improvement which builds on learning, manages quality, and will track improvement through the outcomes that matter to people.


3. Creating the Draft Scottish Learning and Improvement Framework

To co-produce the SLIF, a Steering Group was established to participate in and oversee this work. In recognition of the complexity of the system, the Steering Group was comprised of representatives from across Social Care, Social Work and Community Health, including regulators, providers, Health and Social Care Partnerships (HSCPs) and Improvement Bodies, supporting health and social care sectors, including Primary Care. A full membership list is provided in Annexe 1.

Each part of the SLIF’s development was led by Short Life Working Groups (SLWG), comprised of members of the Steering Group or their representatives. The SLWGs focused on:

  • Evidence reviews;
  • Mapping;
  • Developing priority themes and supporting cross sector workshops;
  • Outcomes frameworks and supporting cross sector workshops;
  • Developing meaningful measurement;
  • Creating the conditions for improvement.
