Adult social care support and community health: draft Scottish learning and improvement framework

A draft Scottish learning and improvement framework for adult social care support and community health (SLIF) to support an approach to improvement which builds on learning, manages quality, and will track improvement through the outcomes that matter to people.

National Performance Framework

Scottish Learning and  Improvement Framework

  • The adult social care support and community health workforce is thriving.

  • People, including unpaid carers, are enabled to live a good life as independently as possible in a place of their choosing.

Panel Principles
Participation:
SLIF outcomes to track improvement in the system on participation:

  • People, including unpaid carers, are enabled to live a good life as independently as possible in a place of their choosing;
  • People are connected and supported through their local community;
  • People have an active role in maintaining their health and wellbeing;
  • People are actively involved in their care decisions, or the care decisions of the people they care for;
  • People are able to participate in community, employment and education if they wish to do so.

Accountability:

  • Subsequent monitoring framework which focuses on tracking SLIF outcomes and sets accountability  in improvement based on  what matters to people.
  • Through improvements in data and as part of the testing and implementation of the framework, we will seek to further improve accountability.

Non-discrimination and equality:

  • Subsequent monitoring framework which focuses on tracking SLIF outcomes sets accountability in improvement by what matters to people.
  • Indicators and measures will be developed around specific groups identified through the Impact Assessment Process.
  • This will include those most affected and those who experience the poorest outcomes to ensure progress and to improve equity.

Empowerment:
SLIF outcomes to track improvements relating to empowerment:

  • People are enabled to live a good life as independently as possible in a place of their choosing; 
  • People are actively involved in their care decisions, or the care decisions of the people they care for;
  • People’s rights are respected, protected and upheld;
  • People are able to participate in community, employment and education if they wish to do so;
  • The workforce feels valued and respected.

Legality:
The SLIF framework is developed to support system improvement to respect protect and fulfil the full range of Human Rights in Scotland.The Framework is underpinned by current Human Rights legislation: Human Rights Act 1998, The Scotland Act 1998, UK Equality Act 2010European Convention on Human Rights, Social Care (Self-directed Support) (Scotland) Act 2013, The Carers (Scotland) Act 2016, and the future Human Rights for Scotland Act currently being developed, which proposes to include four international treaties into Scots Law:

  • The International Covenant on Economic, Social and Cultural Rights (ICESCR)
  • The Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW)
  • The International Convention on the Elimination of All Forms of Racial Discrimination (CERD)
  • The Convention on the Rights of Persons with Disabilities (CRPD)
