COP29: outcomes, achievements, and costs

Outcomes, achievements, and costs associated with the Scottish Government’s presence at the 2024 COP29 (climate change) event.


Costs

The Scottish Government applied the principle of value for money throughout the planning and delivery of COP29. All flights were booked via our Corporate Travel Management (CTM) partner with the Cabinet Secretary and officials all travelling economy class. The Cabinet Secretary and officials from Scottish Government stayed at the same hotel vetted by the UK Government’s Foreign, Commonwealth and Development Office (FCDO). Due to security reasons, the hotel name is not being released. Standard Scottish Government rules for travel and subsistence costs were applied.

The Scottish Government agreed to a proactive release of costs from COP29. These costs were met from the Scottish Government’s 2024/25 budget. Accommodation and subsistence costs have been published in pounds sterling. The names and job titles of grade A to C civil servants are not released under Freedom of Information requests.

To further understand the costs, officials and Minister were in situ in Baku as follows:

  • 1x Deputy Director, 1x Official (B3), from Saturday 9 until Friday 15 November 2024
  • 1x Cabinet Secretary, 1x Cabinet Secretary team member (C1), from Sunday 10 until Friday 15 November 2024
  • 2x Officials (1x C1, 1x B3) from Sunday 10 until Friday 15 November 2024

Accommodation: £14,883.42
Travel (flights): £6,136.26
Meeting rooms, events and catering: £48,380.54
Ministerial car: £1,183.98
Miscellaneous (IT, phones, sim cards): £910.34
Subsistence: £1,284.48
Total: £72,779.02
