Island Communities Impact Assessment to accompany consultation on Continuing Professional Development (CPD) in Tier 4 of the Agricultural Reform Programme. Tier 4 focuses on people and professional development. This includes skills, knowledge transfer, training, advisory services, and CPD.


9. Reasons for not completing a full Islands Communities Impact Assessment

The CPD system would apply throughout Scotland, regardless of geography and business size, and could contribute to personal and professional development that could also contribute to the outcomes of the Vision of Agriculture. The Scottish Government does not have a different policy approach or intervention in the islands for CPD.

This is the same approach taken for the development of CPD systems throughout a range of occupations in Great Britain. These systems include flexibility in how the CPD is to be undertaken, the activities of participation, and any exemptions from undertaking CPD. Flexibility would also be included within the CPD system that is being developed, which is in essence a framework for an individual to participate in.

Characteristics of agriculture on the islands have similarities with some areas of the mainland, particularly the northwest, west and upland areas and there is little difference between the islands and these areas of the mainland. These include for example the part-time nature of crofting, the small size of crofts and other farming units. CPD systems from a wide range of professions do not distinguish between a part-time or full-time participant. Rather, they distinguish between specific professions and occupations.

As noted, there would be monitoring and evaluation built into the CPD system. This would help to identify if there are any unforeseen consequences for islands or other communities which have not been identified during the development of the CPD system.
