1. Background and introduction

1.1 Section 6 of the 2020 Act requires the Scottish Ministers to prepare and publish, at periodic intervals, a report assessing whether the functions of the SBC remain appropriate, and whether any changes should be made to the list of bodies which are subject to the SBC’s oversight. In undertaking such a review, the 2020 Act requires the Scottish Ministers to consult with whoever they consider appropriate.
