Teacher Qualification in Further Education - draft guidance and general determination: consultation analysis
Analysis of responses to the Scottish Government’s consultation on “Draft Guidance and General Determination for Teacher Qualification in Further Education” which ran from 1 February 2024 to 25 April 2024.
Overview of Responses
General
- Comments were received relating to the wider context of the Teaching Qualification (TQFE). This analysis report focusses on comments specifically in relation to the draft guidance and determination regarding the TQFE.
- Comments received suggest respondents were generally supportive of the proposal that GTCS accredit TQFE programmes within the parameters of the draft determination. Respondents highlighted the need for flexibility and future proofing to ensure the changing landscape of the college sector is reflected in any revised process and associated guidance.
- Various comments and requests for further clarity on elements of the draft guidance were sought. This ranged from issues on entry requirements, the requirement of 120 teaching hours and requests for more specificity within sections of the model scheme of provision element of the guidance.
Entry Requirements
- Feedback on this section of the consultation document was broadly positive but respondents did seek clarity on the application of the entry requirements in practice.
- A key area of comment was in relation to the use of Recognition of Prior Learning (RPL) with a consultee suggesting the implementation of a RPL process to be agreed between colleges and TQFE providers.
- Various comments were made in relation to the requirement for Mathematics and English qualifications, with comments both in support of and against the requirement for these specific qualifications.
- Challenges in meeting the requirement for 120 hours of teaching practice were raised.

- Most comments on this section of the guidance sought specification and clarity across various sections of the model scheme of provision.
