Cladding remediation: plan of action

This plan of action sets out how we will work with partners to increase the pace and breadth of action on cladding remediation in Scotland.


Introduction

It is accepted that the pace of action on assessment, mitigation and remediation has been too slow, and that a concerted effort is now needed by partners across Scotland to build momentum.

This plan puts in place a new ‘Single Open Call’ process to drive action forward. Its first function will be to support up to £10 m of building assessment in Scotland, using the new ‘Single Building Assessment’ (SBA) process. This is a necessary first step towards any mitigation and remediation needed.

From 25 March 2025 owners are able to apply for government funding to have their properties assessed using this statutory process. Subject only to some restrictions on the height and age of the property, this offer is open to owners of all residential properties in Scotland, regardless of tenure-type.

This ‘owner-led’ model will complement the existing developer-led and government-led processes of assessment and remediation, to give us the best chance of moving quickly to fix Scotland’s cladding problems.

We recognise the significant importance of increasing the pace of activity. We will publish a progress update on our key actions by the end of June 2025. This will be followed by further regular progress updates.
