12. Implementation and review

12.1 Implementation and delivery

The regulations are due to come into force on the 1 October 2020. We first consulted stakeholders on proposals to introduce regulations in 2017. We then consulted on the draft regulations during 2019. Apart from the formal consultations, discussions with landlords and local authorities over this period have been ongoing, to ensure that relevant stakeholders are aware that regulations will be introduced and have had an opportunity to provide feedback on the form of the regulations

12.2 Post-implementation review

We will use information from the Scottish House Condition Survey, the EPC register and feedback from local authorities on the rates of compliance and the reasons for non-compliance or exemptions to monitor the implementation of the new energy efficiency standards. This information, along with the outcome of any monitoring and review processes within the wider programme, will be used to assess whether there are any improvements that could be made to the process.

We will review operation of the regulations following implementation of the standard to EPC E in 2022.
