Building occupancy data: October 2025 to January 2026

Data covering Scottish Government building occupancy from October 2025 to January 2026.


Table 1 shows IT log-ins for civil servants in core Scottish Government directorates only. The calculation uses the number of unique IT log-ins by Scottish Government core civil servants divided by the number of desks allocated to them. It is therefore not representative of all users of Scottish Government buildings.

In particular, it excludes all non-core Scottish Government staff, such as:

  • staff from delivery bodies, including executive agencies
  • contractors who provide services in those buildings

Similarly, it does not provide data on Scottish Government core civil servants working in other settings, such as:

  • in the Scottish Parliament
  • with partners and stakeholders in the community

Table 2 shows all people authorised to enter the Scottish Government's four main buildings as a percentage of the desks available for use in those buildings.

The data includes all staff including those in agencies and delivery bodies and contractors.

It does not show where staff are working in other settings.

Explanatory notes

  1. At the time of publication of these data sets, there were 65 buildings on the Scottish Government estate. That number is expected to change as a result of an ongoing programme of rationalisation.
  2. Both tables use desk capacity as the denominator for the percentage calculation.
  3. Neither table provides data on the number of visitors to Scottish Government buildings for business meetings and presentations.
  4. Atlantic Quay, Saughton House and Victoria Quay were closed from 24 December 2025 until 2 January 2026, re-opening on 5 January 2026. Some buildings in the Other category were also subject to closure during the reporting period.
  5. This data is in beta stage development and may be subject to amendment/adaptation in the future.
