Bringing Hope, Building Futures: Tackling child poverty delivery plan 2026-2031 – annex 4: Child Poverty Measurement Framework (2026 update)
This annex to Bringing Hope, Building Futures: the third tackling child poverty delivery plan 2026 to 2031 provides an update on the measurement framework to monitor whether and how the drivers of poverty change over time.
Feedback collated
The review process of the measurement framework included engagement and professional input from a wide range of analytical leads across Scottish Government. Experts in specific data sources were consulted to ensure we had the most up-to-date and reliable data source.
In addition, both the evaluation strategy and this measurement framework have been reviewed by the cross-government analytical working group. The group comprises analytical senior leads and is chaired by the Chief Social Policy adviser and the Chief Economist. Feedback included: the addition of long term consequences of poverty and consideration of external factors when assessing progress.
Once a final draft was available, external stakeholders were consulted on the reviewed measurement framework. Generally, feedback was positive, in particular around the continuation of the drivers approach. Changes were also welcomed, specifically the introduction of the new set of indicators on long term consequences of poverty.
