5. Recommendations

• Where appropriate, HIAs of policies and actions should be carried out as early as possible to inform the delivery of new commitments within the plan.
• As part of overall monitoring and governance for the delivery plan, this HIA recommends that focus continues to be placed on gathering, analysing and using data to inform policy and programme modification, and future policy design and delivery.
• This HIA recommends maintaining and further strengthening collection and use of qualitative data in relation to health outcomes and inequalities, particularly the experience of people living in or at risk of poverty.
