Information paper produced by Her Majesty's Inspectorate of Constabulary in Scotland (HMICS) and Her Majesty’s Fire Service Inspectorate (HMFSI).

The attached information paper was provided to Scottish Ministers in summer 2018 following reported incidents of anti-social behaviour on Bonfire Night 2017.

It covers operational planning arrangements, incident volume and offence types, and perceived gaps in legislation.
