Market to market: Specific Movement Licence
The Scottish Government has introduced the possibility for markets to apply for a specific licence allowing the gathering of cattle, sheep and goats at a market (on a non-sale day) for movement to another market in Scotland. This licence is subject to strict conditions which market operators must adhere to. The conditions can be found on the attached application form.
Market operators wishing to apply for this licence must:
- Complete the application form.
- Submit it to the Scottish Government Animal Health and Welfare Division; animal.health@gov.scot.
The Scottish Government Animal Health and Welfare Division will review the request and liaise with the Animal Plant Health Agency (APHA) and the Local Authority (LA) to assess the history of compliance from market inspections. Any concerns raised from APHA or LA regarding the markets ability to comply with the requirements of the licence may result in the licence being refused.
Once a licence has been issued this will be valid for up to a year. Failure to comply with any of the licence conditions may result in the licence being revoked.
All gatherings under the specified licence must be notified to APHA and the LAs for both markets at least 5 working days before taking place. Ad hoc, unannounced inspections might be scheduled by APHA and LAs to monitor compliance with the licence conditions.
