Animal Health Fixed Penalty Notice Scheme: consultation analysis
Analysis of the Animal Health Fixed Penalty Notice (FPN) scheme consultation on proposals for the introduction of a FPN scheme for certain offences under the Animal Health Act 1981 and the Bees Act 1980.
Next Steps
Following the analysis of all the responses received, Scottish Ministers intend to bring forward an affirmative Scottish Statutory Instrument (SSI) to introduce a FPN scheme for certain animal health and bee offences.
The partial Business and Regulatory Impact Assessment will be updated and finalised based on responses received. Additional impact assessments are being finalised, and all will be published on the Scottish Government website.
Enforcement guidance will be developed alongside the SSI to support enforcement agencies to use FPNs appropriately and consistently.
Respondents to this consultation will be updated on how their responses have helped shape the final proposal for the animal health FPN scheme and the consultation page on Citizen Space will be updated as the policy progresses.
