Analysis and Synthesis of Community Engagement Events for National Marine Plan 2 Scottish Government Marine Directorate

The Scottish Government commissioned Howell Marine Consulting in February 2025 to analyse feedback from a series of stakeholder events held, by the Marine Directorate, with communities, to understand the different regional planning priorities across Scotland’s coastal areas.

This report presents findings and recommendations offered by independent contractors Howell Marine Consulting (HMC) to support the Marine Directorate in development of the National Marine Plan 2 (NMP2).

The information collated and presented in this report also represents views of event attendees only, and should not be considered as a comprehensive assessment of all community views, as frequently noted, not all communities speak as one.

Recommendations developed and presented by HMC aim to capture the key points raised by event attendees to help Marine Directorate understand regional variations, community values, and coastal priorities to be considered while developing the NMP2. Key findings and recommendations will also help inform future engagement to support meaningful community involvement in the development of NMP2 and its implementation.

There is no obligation for the Scottish Government Ministers to take these recommendations forward.
