A technical adjustment has been made to reflect changes in the accounting treatment of ring-fenced resource budgets. In line with the 2026-27 Consolidated Budgeting Guidance, these budgets have been reclassified from Non-Cash to Annually Managed Expenditure (AME). This change ensures that expenditure is budgeted and reported in accordance with the latest budgeting guidance.

The reclassification has no impact on the overall level of funding available to the Scottish Government and is not visible at the portfolio level of the budget as the corresponding DEL and AME adjustments net off against one another as technical changes.
