Programme for Government

The Programme for Government sets out the actions we will take in the coming year and beyond.

It includes the legislative programme for the next parliamentary year. 

Programme for Government 2025 to 2026

The First Minister has set out his Programme for Government for 2025 to 2026.

It will focus on:

  • growing the economy
  • eradicating child poverty
  • tackling the climate emergency
  • ensuring high quality and sustainable public services

Legislative programme

We intend to introduce six Bills in our Year 5 programme:

  • Budget (No. 5)
  • Children and Young People (Care)
  • Contract (Formation and Remedies)
  • Digital Assets 
  • Heat in Buildings
  • Non-surgical Cosmetic Procedures

Bills from Year 4 programme which will be introduced before summer recess:

  • Building Safety Levy
  • Crofting and Scottish Land Court
