Why are we consulting
This consultation seeks feedback on the proposed regulatory changes being made to give effect to the British Industrial Competitiveness Scheme (BICS). The British Industrial Competitiveness Scheme (BICS) will exempt eligible businesses from the indirect costs of the Renewables Obligation (RO), Feed in Tariff and the Capacity Market from 2027.

Audiences
We are seeking the views of electricity suppliers, Citizens Advice Scotland, Consumer Scotland, consumer groups, generators and any bodies who represent them, other electricity consumers (including households), businesses and other interested parties.
Territorial extent
This consultation covers Scotland. A parallel consultation took place between 16 April and 14 May that covered proposed regulatory changes to the Renewable Obligation for England and Wales, regulatory changes to the Feed-in Tariff and Capacity Market for Great Britain (England, Scotland and Wales) and proposed scheme delivery.
