Overview

HM Fire Service Inspectorate (HMFSI) is independent of Scottish Government and the Scottish Fire and Rescue Service (SFRS).

We scrutinise, inspect and report on the SFRS with the purpose of assuring the public, and Scottish Ministers, that it is working in an efficient and effective way, and to promote continuous improvement in the Service.

HMFSI has a rolling programme of inspections which cover local service delivery, scrutiny, partnership working and engagement between SFRS, councils and other partners.

We also carry out thematic inspections of the SFRS looking at specific areas of interest nationally.

HMFSI also provides independent advice to Scottish Ministers and the Chief Inspector has certain functions in relation to non-domestic fire safety.

Coronavirus (COVID-19) and what it means for the Her Majesty’s Fire Service Inspectorate (HMFSI) work programme of inspection of the Scottish Fire and Rescue Service (SFRS).

Due to the current dynamic circumstances we are keeping the line of scrutiny within our inspection regime flexible.  We have reviewed our 2020/21 programme of Thematic Inspections and Local Area Inspections of the SFRS to reflect the new risks and challenges we all face.  Work will continue to conclude inspections using desk-top analysis and ‘virtual’ meetings with SFRS personnel.

Our scrutiny plan 2021 to 2024 sets out our intended projected inspection programme, however, we have revised our inspection activity for the immediate future which is set out in the accompanying inspection table

Members

HM Fire Service Inspectorate is led by Robert Scott QFSM MBA FIFireE, Chief Inspector of the Scottish Fire and Rescue Service.

There are four Assistant Inspectors who are appointed by Scottish Ministers, one Inspection Support Manager and two corporate administration staff.

In addition to this core team, HMFSI offers opportunities to uniformed SFRS staff to join us on secondment to assist with specific inspection themes.

There are occasions that HMFSI will employ on a short term contract, external technical experts to provide specialist advice and knowledge during complex Thematic Inspections

Complaints

If you have a complaint about the Inspectorate or our staff, or if you feel something has gone wrong, you should contact us and we will try to resolve the problem quickly. We generally follow the guidance on how to complain to the Scottish Government.

If, after our actions to resolve the problem, you remain dissatisfied, you may be able to ask the Scottish Public Services Ombudsman to investigate your complaint.

Any complaint that relates to the Scottish Fire and Rescue Service should be made directly to them and not the Inspectorate.
